An Offer to Purchase is a written contract that specifies the terms under which the buyer agrees to buy.  This document (also known as a Contract of Purchase and Sale) also obligates the seller to sell his property once the offer to purchase is accepted. You can either accept or refuse the offer. If you accept it, it becomes a contract and you must respect the conditions or you can be legally pursued. If you refuse, you can make a counter offer, which can be accepted or refused.

The Offer to Purchase is presented by the buyer to the seller.  If you are selling, it may be in your best interest to have a few blank copies yourself, in case an inexperienced buyer is uncertain where to start.
